Joint announcement by the RSS and the HKSS on the transitional arrangement for the mutual recognition of the Graduate Statistician qualification after withdrawal of the RSS/HKSS examination in 2017 (updated in Dec 2021 and further in Nov 2023)

  1. The Royal Statistical Society (RSS) and the Hong Kong Statistical Society (HKSS) have reached agreement in March 2017 concerning the transitional arrangement for the mutual recognition of the Graduate Statistician (GradStat) qualification after withdrawal of the examination in 2017. The agreement, updated in June 2020 by extending the applicable period of Group 1 and Group 2 by one year, is now further updated to reflect the latest development on the collaboration between HKSS and RSS on joint accreditation and mutual recognition of GradStat status. The transitional arrangement was further updated in November 2023 upon signing of the transitional agreement (https://www.hkss.org.hk/index.php/prof/exam/transitional-agreement) between the two societies.

  2. There are 2 distinct groups for whom transitional arrangements are put in place:


    Group 1: HKSS examination candidates already in the system who do not fully complete their examinations in 2017 (when the examinations will be offered for the final time)

    For Group 1, the RSS agrees that the HKSS should advise examination candidates who have partially completed the Graduate Diploma to study equivalent modules offered by universities in Hong Kong (as recognised under existing accreditation arrangements). This will enable such candidates to achieve the GradStat status based on a combination of HKSS examination passes and exemptions granted for completing the study of equivalent materials. For candidates who might not be able to complete the study of equivalent materials (say due of lack of relevant courses offered in Hong Kong and overseas), HKSS will assess the academic qualifications of such candidates based on the criteria of qualifications for Gradstat as given in the HKSS website. The RSS will recognise exemptions and the GradStat awards made by HKSS under this arrangement as being equivalent to its own GradStat award until the new agreement comes into effect.

  3. Group 2: students who are already or soon to be enrolled on a programme of study accredited by the HKSS for exemption purposes (up to and including the 2019 intakes)

    For Group 2, RSS agrees that the HKSS may continue to award exemptions from HKSS exam modules to students who are already (or soon to be) enrolled on an accredited degree programme, up to and including the 2019 intakes. The RSS will recognise exemptions and the GradStat awards granted by HKSS under this arrangement as being equivalent to its own GradStat award until the new agreement comes into effect.

  4. For past candidates of the HKSS examination who have successfully completed the examination and obtained the qualification of Graduate Diploma, Higher Certificate or Ordinary Certificate, their qualification will continue to be recognised by both the HKSS and the RSS.
